Adds an option TESTS_BUILD_DISCOVER (default: ON) to disable build time discover of tests, see #1144.

Coverage Status

Coverage remained the same at 99.833% when pulling 4956ff5 on offa:build_discover_option into dfe0fc7 on cpputest:master.
