Description

Currently system messages live in the settings section of the CP, which makes them editable only admin users.

It would be great if there was a separate permission for this and/or if they could be move out of the settings section (a permission would make it possible for a plugin to give them a UI outside of settings too).

I believe this got mentioned at .all() during the app development workshop but I couldn't find a prior issue for it.

As of the next 3.1 Beta release, system messages are managed from a new System Messages utility, which has its own permission that can be granted to non-admins.
