Deep-linking to plugin changelog not working #3634

Steps to reproduce

Go to a plugin page in the plugin store (in the CP)
Click “More” to show the complete changelog
Click the anchor icon next to a changelog enty

Additional info

Craft version: 3.1.0

It’s also not working on craftcms.com, where it would actually be a nice feature to have. In-app it probably not so useful.
