v3.1 doesn't honor custom sidebar ordering and headings #3671

Description

When updating an existing Craft 3 site to v3.1.1, custom sidebar ordering and headings are lost:

Steps to reproduce

  1. Start with a Craft 3.0.37 site that has custom sidebar headings.
  2. composer update to 3.1.1.
  3. Visit Entries and note reordered sidebar items with missing headings. (Mine had one empty heading where previously there were three non-empty ones.)

Additional info

  • Craft version: 3.0.? → 3.1.1
  • PHP version: 7.3.0, 7.2.12
  • Database driver & version: MySQL 5.5.5

I posted a similar issue and noted the sidebar ordering as well. It may have been fixed. See: #3659

3.1.2 is out now with the fix for this.
