Option to Try a plugin Edition not available when allowUpdates is disabled

Description

When allowUpdates is set to false, the option to try a paid edition of a plugin is missing. This means the only way to add a license to a plugin after the fact is to manually turn on allowUpdates in the config, make the changes, then turn it back off.

I realized this when Feed Me changed to editions and even after updating it locally I couldn't update it on the live site without changing the config file.
