[Domains] Add version of public suffix list shipped with release packages

Crawler-commons release packages (jar files) are shipped with a specific version of the public suffix list (file effective_tld_names.dat). There is no information which version of the public suffix list is used. Would be nice to add the date and git commit id of the public suffix list to the release package.
