Refactor button styles, pulling duplicated btn styles into the mixin and fixing the various states so the behave appropriately.
Fix focus state of link-btn so the border width doesn't cause the layout/text to shift on :focus.
Fix focus outline so it has curved corners.

On the dark-theme, all outlined buttons should have a dark background and not a white/light one. Previous fix only applied to
