RDS keep send create account request even account is already keep

What happened?

RDS account has been created and synced successful
status: atProvider: accountReady: true dbInstanceID: pgm-uf67w8778xxxx dbInstanceStatus: Running

While, it keeps sending the create account request

How can we reproduce it?

Created RDS or Redis resources which account
