Description of your changes

We actually already had this config but I don't think we've ever used it. I just enabled the stale bot.

The intention here is that both issues and PRs will be marked as stale after 90 days of inactivity, then closed after a week if no-one responds.

I have:

  • Read and followed Crossplane's contribution process.
  • Run make reviewable to ensure this PR is ready for review.
  • Added backport release-x.y labels to auto-backport this PR if necessary.

How has this code been tested

I just created the stale and exempt-from-stale labels.
