We actually already had this config but I don't think we've ever used it. I just enabled the stale bot. Signed-off-by: Nic Cope <nicc@rk0n.org>

Description of your changes
We actually already had this config but I don't think we've ever used it. I just enabled the stale bot.
The intention here is that both issues and PRs will be marked as stale after 90 days of inactivity, then closed after a week if no-one responds.
I have:
make reviewableto ensure this PR is ready for review.backport release-x.ylabels to auto-backport this PR if necessary.How has this code been tested
