NumeraiSignalsDownloader for Numerai v1 data.
More information: https://docs.numer.ai/numerai-signals/signals-data
Deprecate download_inference_data. It become a copy of download_live_data so use download_live_data from now on if you have been using downloader_inference_data.
Update docs for downloading and update general README.
Update numerapi and numerai-tools dependencies to most recent versions.
