Maintenance period cannot be deleted/canceled

Description

Once a a maintenance notification in "Administration -> Broadcast" has been set it is not possible to delete it.

Also, if the the maintenance period is set to a future date, the maintenance is not listed and cannot be deleted until the start of the maintenance period is reached.

Steps to reproduce

1. As an admin: Go to Administration -> Broadcast.
2. Under Maintenance set start and end times.
3. Click Plan Maintenance.
4. Click cancel Maintenance.
5. Confirm.
6. Maintenance mode is still active

Expected behavior

1. Planned maintenance periods should disappear/be canceled.
2. Planned maintenance periods set in the future should be listed so they can be deleted before the start of the maintenance period
