Newer crytic-compile and slither support 3.8+
This reverts commit e3749af. harvey_baz.sol test fails too frequently under 0.8, it will need more investigation.

This updates the versions in use of third-party actions, enables dependabot to keep them fresh, cleans up old workarounds, and updates Python to 3.8.
