Suggestions/feedback plugin

Create a plugin that will allow for a user to submit a suggestion for the server. The Moderation/Admin team should ideally review the submitted suggestions once a month or cycle and implement suggestions at their discretion. Suggestions can be displayed in a public read-only channel where members can vote on suggestions they'd like to be implemented.

Invocation could be something like:
!suggest <suggestion>

ex. !suggest Creating an NFT channel.

Message should appear in #suggestions like:

Updating so that suggestions are no longer anonymous and users can vote on suggestions they think should be implemented. Should be similar to the suggestion system found in the UCF discord. Invocation should be the same, but suggestions should appear like:
