Fix register display and Python 3.11 compatibility

Summary of changes

• fix logic for displaying register values, so they are actually shown (should close No data to display in Registers #406)
• update requirements.txt which is required for Python3.11 compatibility (addresses Gdbgui is not compatible with Python 3.11 #447)
