For some reason pip install ".[docs]" isn't installing pandoc. I think I've seen this somewhere before.

This PR updates the way the docs are built, using pandoc to convert Markdown files in the repository root into reStructuredText files in the docs directory in order to match the rest of the reStructuredText-based documentation.
This addresses #61, but a better solution would be to convert the docs from reStructuredText to MyST Markdown.
