Update standard names list

This pull request updates the list of standard names to v2.0.0.

I've also added more stuff:

• PEG parser for standard names. This seems to be more robust than regular expressions and is easier to read. It also, though, requires an additional dependency (pyparsing).
• A single command line program, standard-names, that combines all of the previous commands as sub-commands of this new one.
• No more utilities folder. Removed unused stuff lots of clean up.
