Migrate Platform Admin NGOs page from MVC to Angular.

Platform Admin NGOs page in MVC can be found here: https://dev-voluntary-assistant.azurewebsites.net/NGOs

And it should be moved to here: https://dev-voluntary-assistant.azurewebsites.net/angular/admin/admin-ngos

Part of it has been implemented, but please make sure it also works as intended, as there are a few bugs like when the NGO is verified, you still have the Verify button in the list
