Current relative vorticity is computed by taking the curl of QG velocity field. It would be good to also providing the option to compute QGPV from relative vorticity. Include unit tests to check both accuracy of computation and consistency with the case of inputting (U,V) instead.

Given the time constraint to complete v0.7.3, this change will be implemented in a release after that.
