Is your feature request related to a problem? Please describe.
After 2replicas volume be enabled, try to support online 3 replicas volume which have the requirment to downgrade replica numbers

Describe the solution you'd like
old replicas don't change,the replicas change to 2 replicas

Describe alternatives you've considered
all old replicas change would make unstable
