Client version: 1.13
Server OS: Linux
Cuberite Commit id: fb3d3da

Expected behavior

Being able to swim in 1.13

Actual behavior

You fall to the bottom of a lake, and it gives you no info about bubbles of air. And you can walk around like you are above ground.

Steps to reproduce the behavior

Go in water w/ a 1.13 client.

wow the 1.13 client really needs babysitting

If I recall correctly, this behavior is related to tags: the client needs a proper fluid tag for water and lava, or else it'll assume that nothing counts.

I'm pretty sure you'll run into similar weirdness with ladders and vines; there's a tag for stuff that's climbable (which means you can make other blocks climbable too, but without sending a default things won't work as expected). The minecraft wiki should have a list of tags and what they're used for.
