Submission of issues by email, going into queue for group members to add geometry

We frequently receive notice by email of new schemes/TROs/etc from our local authorities by email.

It would be good if we could give them an email @nottingham.cyclescape.org which would go into a queue that group members could review and easily convert into issues (populate issue with email text and any attachments).

For future extra smarts parse the subject for street name and suggest that as a location.
