A new library or utility to check and update status of submitted and running jobs.
  * Check job status file.
  * Check with queuing system.
  * Suite to record any missing events.

Use:
  * At restart.
  * On submission and execution timeouts.
  * On demand.
  * At regular intervals for jobs running at a user@host w/o backward communications.
