Drive the Navigation auto-open CI prompt fully with the logic created in #23765.

Ensure these two points are implemented:

  1. The Auto-Open Docs Menu should have a minimum 1 day delay from when any of the Smart Prompt Banners are shown
  2. If any of the Smart Prompt Banners and the Auto-Open Docs Menu can be shown at the same time, the Smart Prompt Banners should always be prioritized and the Auto-Open Docs Menu should not be shown (and should follow the minimum 1 day delay afterwards)
