wmforecast displays "ERROR" when running with libgweather 3.28.1, which is the version in bionic (EOL in April 2028).

I think the problem is before this commit, the weather info is marked as "invalid" if METAR failed, even if we're good to go with other sources. So maybe do a check to see if we still have something to work with if it comes back as invalid.
