Merge pull request #264 from aamedina/aamedina/issue-263

change literal rdfs:seeAlso and rdfs:isDefinedBy links to IRIs.

- Reviewed all changes.  Improves resource references across all changes.
- Spot-checked to ensure URL form works with UI/front-end.
- No test results errors noted.
- Checked to ensure no new inconsistencies for reasoner. (though some latent ones found, see #265)
