Would it be possible to fail the installation of wand if libmagickwand-dev is not installed ?

I want to use wand in my application and would rather want wand to fail if libmagickwand-dev is not installed in the setup.py, because if the wand installation worked (exited with 0) I expect the library to work fine, and not have to install something again ...
