In a COOP situation, packages maybe be disseminated from the FDA, effectively updating a stored copy on the COOP host. Upon return to normalcy, the non-COOP host will have outdated versions of these packages.

A utility is needed to update the outdated copies from the COOP host to the non-COOP host.
