Hi Dale,

Please review the following proposed changes:

     - Autogenerate CHANGES file from git log using dzil plugin [ChangelogFromGit].
     - Auto-add $VERSION to the package using dzil plugin [PkgVersion].
     - Auto generate META.json using dzil plugin [MetaJSON].
