Add voting on BURs that aren't the OP

Discussed on Discord with several others. Basically, only BURs that are the OP can be voted on right now, but every BUR should be able to be independently voted on.

Also not as huge, but should voting still be allowed on BURs that are already approved/rejected?

Also just a thought, but should we allow users the ability to make their forum posts a voting post. Maybe limit it to Builder+, and to new posts (i.e. no zombie voting).

Speaking of zombie voting, it's a bit jarring to see very old threads like the Danbooru 2 issues topic with a voting OP.

I considered doing this but I'm worried about votes being spread out across different posts and it being hard to figure out at a glance what the general sentiment is. What I can do is this:

• If a post is associated with a tag alias/implication/bulk update request
• And it was created within the past 60 days
• Then show the voting options

This should keep the voting centralized and not clutter up older topics.
