Context:
syncPrInfopretty much does what it says, it pulls down the latest information about a PR into the CLI.Since we're ripping out the graphite API, this is irrelevant for the time being, as we're only branch aware and not PR aware in this version of the CLI.
Once we integrate with Github we'll need to add back in similar functionality though.
