On ARM/macOS:

Error: Installing rustup failed: shell-init: error retrieving current directory: getcwd: cannot access parent directories: Permission denied
info: downloading installer
error: Unable to proceed. Could not locate working directory.: Permission denied (os error 13)

I believe this error comes from rustup itself. Previously, I tried moving the script into /home/runner to avoid a temporary directory, and confirmed that the current directory seemed sane.
