- Monitors device events such as "Smart card reader has been attached" and "Smart card reader has been detached"
- Fixes #31
* Update build & test toolset (NUnit,Fake,..) * Update System.Reactive (.netstandard) * Removed empty test project
- Start to implement a DeviceMonitor (to detect attached/detached readers)
- DeviceMonitorFactory - DeviceMonitor - Rx-extensions to observe device events
