Add additional version of item-names.json that respects proper_name

Currently, the lack of such file prevents issues like this one in tf2-item-format from having an easy fix. All that would be required is a list of names that has the "The" prefix when needed, similar to this one from my own package, which is in itself a temporary fix to the issue mentioned above.
