chore: add package to winget

As a user,
I want rmstale added to winget,
so I can quickly install and update it.

Winget requires apps to have an installer.
As there is no current installer, this one is on hold until something changes.

WinGet now allows single binary packages. Should investigate some manifest creators like: Komac - https://github.com/russellbanks/Komac
or wingetcreate: https://github.com/microsoft/winget-create

Create a new PR using wingetcreate: microsoft/winget-pkgs#146746

Need to add a release environment and pipeline to update this package.
