Describe the proposal

Our quickstarts/documentation examples have to use different commands for CMD/powershell/bash due to different escaping rules for inline JSON. To minimize differences between platforms I suggest we add a --data-file option to read a sample payload from a file. It would make documentation disparities like this unnecessary.

Release Note

RELEASE NOTE: ADDED CLI can read invoke and publish payloads from file.
