Describe the feature

External contributors can not view container logs for E2E tests. Long term, we need a public test result aggregation solution that aggregates everything we need to diagnose E2E test failures.

In the short term:
E2E test suite should dump the container logs to the console on a failure.

RELEASE NOTE: End to end tests now save container logs.
