The number count was slightly off. There are actually only 949 colors in this list

Hmm, looking at the source: https://blog.xkcd.com/2010/05/03/color-survey-results/ It links to https://xkcd.com/color/rgb/ and https://xkcd.com/color/rgb.txt The text file has 949, same as this list. But the grid does have 954. Here's the missing 5:
