Resolves #1098.

Is this ready for review? My issue is that we are still testing with API v28 but claiming to support APIv21. If we introduce a regression that breaks with older API versions, how would we know?

There are issues during seting the upper and lower matrix for tests. See the referenced issue. I'll investigate them later. There already a couple of pending changes for workflows.

Would it be possible to commit the PRs in the order that leaves the repo in the best state. Maybe:

  1. fix the broken cronet_http_embedded tests
  2. fix the workflow to run with Android SDK 21 & claim to support that version (same PR)

Let me know if I'm making this too hard.

@brianquinlan I managed to fix the lower bound of SDK requirements. It should be good to go.

I found a reference for this issue:

Could you add a similar comment with a TODO (maybe linked to a new issue that you file) e.g.
