Enable VM service for Dartium #12216

The standalone VM enables the service when --enable-vm-service is a command line parameter. It exposes an HTTP server which hosts up a client application and accepts queries which return JSON.

The Dart Observatory is on by default in 1.4.0-dev.5.1
