I am not entirely sure how this should be hooked up to https://coveralls.io/github/dart-lang/tools.

You probably want to add a markdown / coveralls badge to the cli_config readme? I'm not overly familiar w/ this service however.

lgtm; would add a coveralls badge to the pkgs/cli_config/README.md file as well (I'm assuming that's std practice w/ a coverage service?)

Ah, this whole workflow is running w/ a cwd of pkgs/cli_config (see line 23), so the path to this file should likely just be coverage/lcov.info.

Hmm, that's confusing, but I agree that this PR seems to upload coverage and the other one doesn't.
