@Sp1l pointed out that the shared library is not built. Enabling it revealed some missing exports and other issues in the header files. This cleans up everything so libneopg can build as a shared library. It also forces legacy code to be built and linked statically (so we don't create bogus versions of legacy libraries). We still don't have much of a library, but a better pathway towards one.
