Update GH actions

Purpose

This Pull Request includes updates to several Github Action workflows in our code.

closes: #1175

What changed?

The changes involved updates to the version used by several Github Actions including ad-m/github-push-action, docker/setup-buildx-action, docker/login-action, and docker/build-push-action.

How to test?

Ensure the workflows function as expected post the version updates in a test environment.

Why make this change?

This change ensures we are using updated versions of the Github Actions, potentially unlocking new features or performance improvements.
