Key points:

some library of common data element definitions is provided via datalad (extension packages). These are the elements that can be used for annotation. They can be specific to a particular scope, or generic.

Applications

file metadata
- columns of tabular data
- HED (hierarchical event description)
dataset metadata

Users would need to be able to compose a "schema" that annotates the metadata. Alternatively ready-to-use schemas can be provided.
