This manifested itself in #115 and can be resolved by specifying a macOS version; macos-monterey as done in the extension template: datalad/datalad-extension-template#50

Switch macOS appveyor builds to Monterey

This should solve problems with builds stalling during installation on
an outdated (but apparently still default?) system. Fixes datalad#116
