The BASE_URI environment variable (Docker) and api.canonicalUri settings (all platforms) should override the URL of the incoming HTTP request when generating OIDC reply URLs.

When SSL is terminated at an external load balancer/proxy, this bug manifests as callback path mismatch errors when attempting to log in.
