Shared workspaces should be editable by all users with Write permission

Shared workspaces can be edited by any user with Write permission, but because the Workspaces screen is under the Settings area, only users with Project permissions can see it.

At worst, we can just show Settings with a single Workspaces tab for these users, though it's worth considering whether there's a better place to put this (or better way to present it).
