The new histogram introduced in 2023.4 only shows data for bounded ranges. When selecting "all time", you can still expand the histogram, but it doesn't populate with anything. This is confusing because it looks like it's either broken or loading. We should disable and hide the histogram when the range is unbounded, just like we do if you select "tail".
