Auto reloaded nginx docker image

create an nginx image that automatically detect nginx config change and reload the nginx service

To use existing image:

image available at both dockerio and github workflow registry

• datamachines/auto-reloaded-nginx (docker.io)
• ghcr.io/datamachines/auto-reload-nginx-docker:main (github work flow)
