This plugin will effectively be a renamed and expanded version of https://github.com/datasette/datasette-paste

It was getting confusing having both datasette-upload-csvs and datasette-paste able to handle CSV file uploads, especially since datasette-paste does it better.

I also want to expand datasette-paste to handle other file formats such as Shapefiles, maybe even via its own plugin mechanism.
