Upgrade to OpenSSL 3.x

OpenSSL 1.1.1 goes end of life on 11 September 2023. Release builds need to switch over to OpenSSL 3.x before that date.

OpenSSL 3.0 is known to be compatible with CKW (though it does have issues with Visual C++ 2022), what isn't know is what effect this switch has on Platform support:

• Check if OpenSSL 3.0 works on Windows XP
• Check if OpenSSL 3.0 builds with Visual C++ 2010 (required for Itanium support)
